Job/Role Purpose:
To deliver safe & secure construction projects across all sites and programmes of work and to assist the Project Manager in the safe and timely delivery of the project. To be responsible for delivering to the Project Manager the construction and commissioning phases of a project or projects and associated documentation to meet safety, quality, programme and cost objectives, by implementing the project strategy and using the defined arrangements within the Project Delivery Process, Execution and Quality Plans. To manage all aspects of Work and Site Control for the Design phase of a project on behalf of the Project Manager. Assists in management of (SQESH) security, quality, environment, safety and health performance against company policy and management systems. Management of all onsite interfaces, de-conflicting tasks and alleviating risks Provide Input to feasibility Studies, Cost Plans, and Financial Models including Risk and Assumption analysis. Act as Control Account Manager for Package i.e. responsible for cost and budget.
Generic Accountabilities: Ensure safe, secure and clean operations. Be proactively involved in supporting the Project Manager throughout the duration of the project. Provide technical advice as required during the Development and Construction Phases. Ensure that project staff is aware of company safety management system requirements. Identify and communicate 'lessons learned' and continuous improvement activities. Ensure that construction management staff used to monitor contractors are aware of their project contract and statutory responsibilities
Functional Accountabilities: Provide construction reporting and forecasting against the project programme in order to deliver the requirements of the programme Comply with company wide processes, standards, procedures and work instructions. Ensure that all construction activities on the project comply with all legal requirements, including Nuclear Site Licence Conditions and procedures Assist Senior Construction Manager with leadership and identifying development needs for construction management staff and manage the performance contract process Providing constructability input to the design process Assist in managing the budget for the delivery of construction Undertake accurate reporting of all activities and issues which affect the progress, quality and which provide a reflection of the contractor's or subcontractor's performance against the agreed contract programme. Assist in managing and co-ordinating the integration of the contractors design, manufacture and implementation packages of work as required by the project. To aid the early identification and notification of contract variances for process through the project management team and that they are fully and properly recorded. To assist in the managing the Abnormal Event and Assurance Observation Report process.
Specific Accountabilities:
Safe, Secure & Clean The safety of all staff within the construction site together with the Senior Construction Manager (SCM) and other Package Integration Managers (PIM). Visible commitment to safety improvement programmes and follows up accidents and injuries. Assist in the creation and maintain a culture of zero accidents or incidents relating to occupational and personal safety, security, health issues, and environmental matters. Communicating to employees and contractors of the importance of meeting customer requirements reference to statutory and internal regulatory procedures. Assist SCM in Construction Design Management (CDM) compliance. Review, comment and respond to contractor programmes. Assist Principle Construction Manager (PCM) in integration of contractor programmes. Review request for information (RFI) responses prior to response to contractor to determine cost and schedule impacts. Implement project internal change management processes. Determine and raise any instructions to contractor. Review contractor quotations for any changes to scope. Provision of accurate forecast to PCM. Review and actively engage in short term planning activities e.g. Plan of the Week and constraints. Chair weekly risk reduction meetings with the contractor.
Performance delivery To lead other members of construction team to promote a positive health and safety culture, improve performance, meet targets, ensure harmonious industrial relations and establish and maintain the companies reputation for construction To support the Project Manager to build Project Sponsor confidence in project delivery during the construction and commissioning phases To ensure that construction management staff used to monitor contractors, are aware of their project, contract and statutory responsibilities Implementation of construction safety improvement programme To provide expert construction advice to the business To provide leadership and coordination of construction management staff allocated to a project and help manage the performance of the team To ensure delivery of agreed construction performance targets for the project or projects. To ensure that company management systems and Licence Conditions are adhered to. For ensuring delivery of SQESH performance against company policy and management systems. Advice on construction logistics and programming Assist the SCM in the Management of site construction work to ensure projects are delivered safely and to quality, cost and programme. Regular site inspections, and audits in support of the company quality function
