This post ensures that the site infrastructure supports construction activity. This is a key commercial post that manages on site provision of security, finance and risk management, organisational learning, communications and business continuity.
Nature and Scope This post manages all of the processes which will enable people to effectively execute work on the HPC (Hinkley Point C Nuclear Power Station) construction site; to enable the construction workforce to undertake the construction activity with the maximum efficiency. Provision of site access and effective training will have a significant impact on productivity, and this post is responsible for optimising the services within its remit to maximise productivity. As such, this post will be responsible for identifying measures by which the business will increase productivity. As a direct report to the site construction director you will be a senior member of the site construction management team and will provide support and direction to that team whilst deputising for the construction director in all non-technical areas. Along with other members of the senior team you will set and maintain the highest standards of safety and security on site. The post holder will need to be equally comfortable on the construction site communicating with construction staff and field supervisors in addition to communicating upwards in the organisation. A key challenge will be the need to ensure contractors provide facilities in line with the desire of NNB (Nuclear New Build) to operate the site as One Team. This will require negotiation and influencing beyond the reporting structure of NNB.
Skills and Qualifications • Qualified to degree level in a technical or commercial subject • Experience of managing on a construction site or other industrial plant • Experience of managing diverse groups including professional and industrial staff • Experience of working in a high security environment • Experience of working on a nuclear licensed site an advantage • Experience of developing business continuity and business disruption contingency plans • Excellent interpersonal and influencing skills • Proven commercial awareness and business acumen • Proven ability to negotiate and maintain sound long term working relationships • Proven experience of acting as a role model for safe and effective working, comfortable and highly effective in challenging inappropriate behaviours.
Principal Accountabilities • Supporting a multi million pound project will require an effective and efficient financial control process to be established to support accurate reporting and governance. • Business continuity will be an important aspect to ensure adequate arrangements are in place at the site. • Ensure that effective risk management arrangements are deployed effectively at site. • Ensure site security is implemented efficiently and comprehensively, with the physical and technical facilities in place to manage up to 5,000 construction contractors on site at peak (20,000 over the construction lifecycle). • Develop and implement a site access process and resource to enable effective and efficient on-boarding of contract staff whilst maintaining the highest standards of safety and security. • Identify and report opportunities ('hygiene factors') to optimise productivity, working with the industrial relations team to ensure these are addressed. • Work closely with NNB central functions to ensure the effective management of resources on the construction site. This will include colleagues from finance, training and commercial functions. • Support the commercial and contract management teams by providing 'on the ground' oversight of contractor performance and taking an active role in commercial discussions and negotiations. • Ensure the construction training team deliver the necessary training to maintain employee and contractor safety on site and deliver construction activity, and that everyone on site has the appropriate knowledge of security and safety arrangements to maintain the integrity of the site. • Develop and deliver a robust plan to implement a culture and framework to capture OPEX (operational experience) and organisational learning. Ensure that event (and trend) monitoring and investigations are undertaken. • Manage the on site relationship between the projects contractors and the local community. Deliver opportunities to encourage engagement with the project (for example, site visits, visitor facilities). • Provide the primary interface with the Office of Nuclear Regulation for on site security and related license conditions. • Develop and deliver site based arrangements to support business continuity in conjunction with corporate functions.
