 |
We are currently seeking someone to manage and oversee the Site Controls and Environmental Permits and Licenses for our clients New Nuclear Power Station Site based in the South West.
Job Purpose: To ensure the site and associated developments maintains compliance with its arrangements and promote best practice, this will cover a wide number of areas including Nuclear Site License, Environmental Permits and Licenses, planning conditions and lease arrangements. The post will lead the site quality assurance and control functions and the interface with central quality functions. The Head of Nuclear, Environmental and Site Controls will be the primary interface with key regulators and planning officers. The role is a senior position within the construction directorate who will be expected to deputise for the construction or deputy construction director.
Dimensions: • Accountable to Construction Director for implementing agreed Site policies/strategies and achievement of agreed targets. • Authority/accountability for expenditure up to the limit specified in register of authority thresholds.
Principal Accountabilities: • Lead and co-ordinate Department activities and resources to ensure full compliance with agreed safety and environmental standards and expectations. Promote and leading safety culture in all department and site activities. • Ensure compliance arrangements are in place for all HPC (Hinkley Point C) and associated development planning and lease conditions including Development Consent Order (DCO). Deliver and manage discharge of all planning, DCO and lease condition in partnership with Planning and External Affairs • Ensure that all department activities, including that undertaken by contractors, are carried out with full regard to site licence requirements, statutory regulations, Company and location directives, procedures and Safety Rules. Ensure that operation experience feedback is promoted and used. • Engage with the external stakeholders (notably the media and regulators) to promote the project. • Management of the section activities providing a professional customer/client based quality service in all aspects of environmental, quality control/assurance, emergency preparedness, site controls, regulatory interfaces and planning control. • Provision of a radiological advisory, monitoring and control service as required to demonstrate an intelligent customer for the safe HPC construction site • Provision of the Site Emergency Plan and handbook and the support to ensure that staff and procedures are in a satisfactory state for emergency preparedness. • Establishing and maintaining an environmental management system in line with the chosen company and external standard, ensuring that the effects of the activities of the construction site conform to its environmental policy and associated objectives and targets • Ensuring that section business plans/budgets are accurately prepared, effectively monitored and controlled at the appropriate level in the organisation, encouraging/ sponsoring initiatives for continuous improvement and reporting progress on agreed actions to the HPC Construction Director. Working closely with HPC site executive team colleagues to agree and implement construction site policies and strategies to achieve project goals and objectives. • Ensuring that department resources, processes and activities are continuously reviewed and optimised to achieve HPC project objectives. Ensuring that all section staff are appraised, trained and developed in line with project needs. • Management of the department activities to meet agreed quality standards ensuring compliance with the HPC Project Quality Manual and quality improvement programme and to meet prescribed service levels, standards and targets. • Maximising effective use of time and personal ability; working flexibly within own range of competence, undertaking the appropriate training and development to extend skills and abilities to meet the needs of the business.
Nature and Scope: This post manages processes which will facilitate people to effectively execute work on the HPC construction site; to enable the construction workforce to undertake the construction activity with the maximum efficiency. Provision of effective training will have a significant impact on productivity, and this post is responsible for optimising the services within its remit to maximise productivity. As such, this post will be responsible for identifying measures by which the business will increase productivity.
As a direct report to the site Construction Director you will be a senior member of the site construction management team and will provide support and direction to that team whilst deputising for the Construction Director in all technical areas. Along with other members of the senior team you will set and maintain the highest standards of safety and security on site. You will need to be equally comfortable on the construction site talking to workers and supervisors as in the boardroom with senior managers. A key challenge will be the need to ensure that all employees and contractors work in line with the desire of NNB to operate the site as one team. This will require negotiation and influencing beyond the reporting structure of NNB.
Knowledge, Skills, Qualifications & Experience: • A degree, or equivalent, in a Science or Engineering discipline is required. An additional qualification in management is desirable. • Typically experience in a technical or engineering discipline with leadership experience is desirable. • Typically has held a managerial position previously with experience of dealing with external bodies • Comfortable to work with media and external bodies • The knowledge and expertise required will be obtained from a combination of education, training and experience. • Knowledge of organisational structure to ensure referral of issues outside own work area.Matchtech Group Plc is acting as an Employment Agency in relation to this vacancy. |
