 |
Our client is currently for a Health & Safety Manager to provide services to Nuclear Construction to assist relevant Business Units in the delivery of the health and safety requirements for the projects.
Security Clearance:
Candidates should ideally be MOD SC Cleared or be eligible for MOD Clearance.
Specific Accountabilities:
- The health & safety of all personnel reporting to this post holder; - Visible commitment to health & safety improvement programmes and ensures health and safety incidents and accidents are investigated to prevent recurrence and provide learning; - Contributes to a culture of zero accidents and incidents relating to occupational and personal safety, security, health and environmental issues; - Communicating to staff and contractors the importance of meeting customer, statutory, regulatory and internal requirements; - Ensuring that company strategies, policy and management system requirements are communicated and understood; - Ensuring the implementation of the Environmental Safety and Health policy and arrangements on all construction projects; - Provide occupational health & safety advice to the Construction Management Department; & - Manage projects ensuring suitable resources are in place to support the delivery programme.
Performance Delivery: - To exercise Duty of Care for self and others; - Ensure that appropriate construction health and safety arrangements are in place to ensure compliance with customer, company & legal requirements; - Verifying through monitoring, and review the effectiveness and implementation and delivery of the Construction health and safety management system; - Provide reports to the Head of Construction Environmental Safety and Health on the adequacy of construction health and safety performance; - Management and delivery of health & safety risk management and controls; - Support professional development of construction Environmental Safety and Health professionals via input to Continuing Professional Development, succession planning, recruitment strategy and resource planning / priorities; - Set and monitor construction health & safety improvement strategies to enable continual improvement in construction health & safety management and performance; - Ensure policy and arrangements are appropriate to the business area; - Ensure the Construction health & safety resources are appropriately assigned to the delivery programme; - Ensure each project has a suitable and sufficient Construction Phase Health and Safety Management Plan, and monitor its implementation; - Ensure all construction team members and associated contractors receive adequate health & safety training, instruction and guidance prior to commencement of any works; - Provide relevant training, coaching and mentoring to project staff, contractor management and general workforce on an as-needed basis or as warranted by project conditions; - Track, trend and analyse performance indicator information and formulate recommendations for continuous improvement; - Ensure accident investigations are conducted to determine root cause(s), recommend corrective and preventative measures to prevent recurrence and communicate lessons learned with construction organisation; - To take part in Change Control for major projects and to ensure health and safety requirements are addressed; - To influence Project Leadership teams to drive health and safety best practice and continual improvement; - To safeguard company information and assets from unauthorised access or disclosure, report security breaches and apply security at all times; - Influence health and safety best practice in construction management. This includes participating in the Review, Learn and Improve process for the department; - Advise procurement on the adequacy and competence in health and safety of potential contractors working within the construction framework contracts when required; - Undertake formal inspections of site activities on a daily basis and provide recommendations to management and / or supervision, where necessary, on improving conditions when found to be below acceptable standards; - Take immediate action on any imminent danger situations observed on any project and notify the CM/PM/line Manager of actions and any necessary follow up actions; - Active participation in continuous professional development relevant to the role; & - Mandatory attendance at monthly Construction Environmental Safety and Health team meetings.
Qualifications:
- Degree in a Quality / Safety / Engineering discipline or ONC/HNC/HND in an engineering discipline with substantial relevant Construction and/ or Safety Management experience NVQ Level 4; - NEBOSH Certificate; - NEBOSH Construction Certificate; & - IOSH Managing Safely.
Knowledge:
- Substantial knowledge of BSI OHSAS 18001 and HS (G) 65; - Current Health & Safety legislation applicable to construction (in particular the Construction (Design & Management Regulations 2007); - Corporate Quality & Safety Management systems; & - NII licence conditions and the Corporate Arrangements.
Experience:
- Substantial demonstrable experience in Safety Management in multidiscipline organisation; - Substantial experience of operating at a senior level, leading, motivating & managing Safety teams within a customer focused and highly regulated environment; - Interpreting customer requirements and developing relationships with internal / external supply chains; - Monitoring and reporting on supply chain performance against contract safety requirements; - Experience in configuration / change management and technical issues; - Similar work on a Nuclear Licensed Site desirable and/or other industry operating under a safety case e.g. Railway and / or oil and gas.
