We are currently looking for a Logistics Manager with heavy plant and construction experience.
Job Purpose: The Material Management Logistics lead is responsible to the Logistics Manager for the management of equipment and material to be transported to site and to the associated developments sites which support construction in line with the approved freight management plan. The freight management plan seeks to ensure the safe, efficient and sustainable movement of equipment and materials required by the project, whilst seeking to minimise disruption to the local roads infrastructure. Freight will be transported to site using road, rail and water via approved designated routes and facilities both on and off site. However, for the first three years of construction the focus of the Material Management Logistics Lead will be on construction related deliveries by road.
Dimensions: • The value of the goods and services managed by the Material Logistics function will be in M's. • The Material Management Logistics Lead will be required to manage a materials logistics team comprising of staff, agency and contract partners in accordance with the Nuclear New Build (NNB) freight management plan. • All traffic activity is regulated by members of the local community and by the local authority. Commitments have been made in terms of the number of deliveries, types of transport vehicles and routes to be used. Principal Accountabilities: • Understand the project's material requirements. This includes the types and quantities of materials to be used throughout the project, how and when they will be delivered to site and any constraints. • Monitor the quality, quantity, cost and efficiency of the movement and storage of goods. • Coordinate and control the order cycle and associated information systems. IT plays a key part within the logistics field in forecasting stock levels, delivery times, transport costs and performance evaluation. • Ensure contractors and suppliers provide accurate data such as quantities and delivery details and assess/analyse how they fit into project timescales to ensure efficient, safe and secure delivery. • Establish how materials will be stored on site safely and securely. • Produce and analyse materials management KPIs to ensure compliance with NNB targets and local authority obligations. • Establish where improvements can be made. • Assess materials management expenditure and ensure the head of function has accurate and up to date financial information. • Design and implement policies and procedures for materials management, in line with NNB obligations. • Design and implement policies and procedures for storage and warehouse management, in line with NNB obligations. • Design and implement policies and procedures for on site plant hire, in line with overall site contract strategy. • >??Ensure compliance with overall NNB freight management plan and travel plan framework as set out in preliminary works consents and development consent submission. • Management of contractors and suppliers in line with contractual conditions. Ensure contractors and suppliers are • aware of their responsibilities under the freight management plan. Ensure data is supplied by contractors and suppliers on material quantities, evidence of their purchase, use and disposal. • Ensure roll out of training in line with developed policies and procedures. • Manage information from two freight management centres through which contractors will book delivery slots, vehicle and driver details. A forward schedule will be sent to the Materials Management Logistics Lead to ensure delivery in line with schedule, commitments, approved routes and to enable effective reporting. Nature and Scope The Material Management Logistics Lead is ultimately responsible for managing materials needed for site mobilisation and construction in a safe, sustainable and cost effective manner. The most complex part of this role will be to understand the commitments made to the local community and to ensure NNB operates within this, particularly as commitments have been made in terms of delivery routes, vehicles and volume. The Material Management Logistics Lead will need to manage suppliers and contractors to ensure they operate within agreed commitments. The successful candidate will need to understand what will be delivered, in what vehicle, when, ensure approved delivery routes are used and will need to report on all these matters. If these commitments are not adhered to there will be an impact on local community relations and the local council can withdraw consents impacting the entire project.
The freight management plan defines commitments made to the local community and NNB targets. The Material Management Logistics Lead will need to define the how, when and where materials are to be delivered and stored in line with the project schedule and commitments made in the freight management plan and travel plan framework.
Knowledge, Skills, Qualifications & Experience: • Qualified to degree or HNC level in logistics or operational management or equivalent. • Construction site experience preferable. • Results orientated, team player, capable of managing emergency issues. • Significant management experience of managing logistics operations. • Excellent leadership and management skills demonstrated by a previous track record. • Ability to work independently and be pro-active. • Excellent written and oral skills. The ability to communicate with various levels of the organisation and with external stakeholders. • Discretion - Confidentiality when dealing with sensitive information.
