We are currently looking for a Quality Control Manager to oversee quality control requirements for a New Nuclear Power Station.
Vacancy Overview To ensure the quality control requirements for the Project are rigorously applied and enforced in accordance with project procedures and standards.
Nature and Scope The nuclear island quality control manager (NIQM) will closely work with, report to and act under the responsibility of the manufacturing inspection head of function. The manufacturing inspection department is ultimately responsible for ensuring the NNB project receives the right product to the specification of the Project in line with our established requirements. The focus of the quality manager in this case will be the nuclear Island product.
The manufacturing inspection department works closely with several external and internal stakeholders including regulators who need assurance that the product is fit for purpose, contractors for document checking, audits and inspections, delivery managers who seek assurance that quality is being taken into account in design, manufacturing, procurement, construction and commissioning, the design authority for the review of documents, assurance who outline the NNB approach to quality/ assurance which manufacturing inspection then need to interpret and adopt in all strategic and operational work and the AE engineering centres in France (DIN). A key area will be our relationship with their surveillance arm known as CEIDRE who carry out operational work for Manufacturing Inspection Department. The nuclear island quality control manager will play a key role in specifying what work CEIDRE is required to do, in ensuring this team is familiar with UK regulatory requirements, attending review meetings, ensuring KPI's are monitored and met and the same arrangements as NNB are used.
The NIQM will need to manage these stakeholders, build credibility through their engineering background, quality qualifications and experience, leadership, power station/nuclear background and extensive knowledge of regulatory requirements.
The NIQM will ensure that the NNB management system requirements for quality are effectively implemented throughout the supply chain in a defined and controlled manner.
Manufacturing Inspection will work in close conjunction with various stakeholders: • The procurement managers before contract award, as initiators of pre-contract supplier assessment request and recipients of the supplier assessment reports issued by manufacturing inspection at their request. • The contract project managers after contract award, as initiators of post-contract supplier assessment requests and recipient of the supplier assessment reports issued by manufacturing inspection at their request. • The architect engineer where it is responsible for the technical specifications or contract technical surveillance; as provider of input data and technical support for quality control assessment. • The engineering and construction teams within NNB, as provider of input data and technical support for quality control assessment. • The in-house nuclear safety, environment, health & safety and security teams for advice and support on a case by case basis.
Qualifications and Experience • Chartered engineer status or member of professional institution • Suitable experience within the quality assurance / quality control, ideally, within the nuclear industry • Project management background, large project experience is advantageous • Corporate membership of the IQA preferred or required if role taken • Preferred: formal auditor qualification • Trained in ISO 9001
Technical and Commercial Knowledge and Skills
• Has experience of and created recognised relationships with external regulators • Has a thorough understanding of the regulatory requirements applicable to this area of work • Has understanding of the technical aspects of nuclear work. In particular such as welding and inspection requirements • Has a proven track record of working successfully in a large project environment • Able to keep accurate records. • Able to produce clear and concise reports. • Able to work independently or in a team focused environment. • Preferably, a working knowledge of IAEA GS-R-3, ISO14001 and OHSAS 18001
Principal Accountabilities • To establish and operate the nuclear island manufacturing inspection team for the project. • To contribute to the strategic development and operation of the team e.g. by specifying standards and expectations and ensuring the work which will need to be actioned in line with NNB requirements. • To be an intelligent customer for this aspect of the project in accordance with licence requirements. • To manage interfaces with other entities both internally and externally, including regulators and suppliers • manage the reviews of architect engineer plans, policies and procedures • Ensure quality control requirements are adequately requested and specified within NNB and contractor documentation. • Manage the review of manufacturing documentation such as quality programmes, quality plans, technical specifications, welding data packages and non destructive testing procedures. • Support the auditing of suppliers (desk review or audit), working with suppliers on preparing to meet quality requirements. • Undertake surveillance and inspection visits to manufacturers and sub-contractors, on or off site, as required (UK and abroad). • Ensure services, construction, material and equipment supply activities comply with relevant project procedures and assurance department requirements. • Undertake the management of non conformances submitted by contractors, including provision of close out recommendations for NNB.
