Job Description |
 |
 |
You will be a key member of the project management team with responsibility for Engineering & Design of the project, including technical management of design service providers and liaison with Assurance and other members of the project team.
Key Accountabilities:
- Ensuring effective and timely delivery of design solutions which meet business needs; - Coordinating with stakeholders as necessary to support project delivery; - Acceptance of design throughout the project life until handover; - Other duties as directed by the Head of Engineering Management;
Key Responsibilities:
- Ensuring that Engineering solutions meet business needs (which includes safety criteria); - Accepting the Design as the Delegated Design Authority;
Accepting the design requires that the SEM: - Ensures that an appropriate and signed off Design Control Plan is in place setting out how he will control the design process; - Coordinates with the Warhead, Manufacturing, Research and IT Design Authorities as appropriate; - Ensures that the design is adequately scoped, briefed and executed; - Ensures that Design Review is carried out to the appropriate level in accordance with OP107, including participation by all appropriate stakeholders, and that all actions are closed out; - Sign off the appropriate Design Certificates in accordance with WI-101-07.
Additional Responsibilities:
- Acting as Line Manager to Engineering Managers; - Ensuring that Engineering Managers are suitably Experienced and Qualified for their role, and ensuring that SQEP records are kept; - Maintaining and developing the definition of Roles and Responsibilities for Engineering Managers; - Assisting and mentoring Engineering Managers in the performance of their duties; - Monitoring and auditing the performance of Engineering Managers against their defined roles and responsibilities; - Reviewing resourcing across the portfolio of projects and advising the Head of Engineering Management on the disposition of the available resources; - Managing engineering solutions which fully comply with all and UK legal requirements together with business case needs; - Establishing, maintaining and communicating the engineering design programme, budget and work breakdown structure; - Identifying and agreeing with the Senior Project Managers and others as appropriate a comprehensive resource requirement for the engineering design of the project to budgetary targets; - Establish and maintain (and deliver designs in accordance with) the Design Control Plans for projects; - Agree with the Compliance Group the extent of processes required for the specification and verification of projects; - Ensuring project personnel undertaking engineering design duties meet the requirement to be Suitably Qualified and Experienced Persons (SQEP); - Monitoring Project Changes as they affect Engineering Design Delivery and the effect of these changes against the initial budget and programme; - Contribute to integrated safety when reviewing engineering designs and ensure that all technical and design risks are identified and appropriately managed to meet project requirements and the letter and intent of the CDM Regulations; - Establishing and maintaining the engineering configuration to ensure the intent and integrity is maintained throughout the project life; - Integrating and co-ordinating the engineering design activities of all disciplines, departments and other suppliers of engineering design contributing to the project - Ensuring that all technical and design risks are identified and appropriately managed to meet project requirements; - Ensuring design decisions are recorded and auditable through the life of the project; - Ensuring design information requirements are co-ordinated and communicated to relevant parties; - Monitoring and reporting to relevant parties the quality of engineering across all disciplines; - Ensuring value engineering is undertaken in a timely manner; - Ensuring timely presentation of design documentation for all necessary approvals (including any required from external authorities) and that acquisition of such approvals is achieved to ensure successful project delivery; - Ensuring company requirements are incorporated into the design process including SQESH; - Ensuring that designs are compliant with statutory requirements; - Ensure effective integration of design solutions within the safety case;
Qualifications:
- A Chartered Professional of an appropriate professional Engineering Institution (e.g. Institution of Civil/Structural Engineers).
Knowledge:
- Working knowledge of design process and management of the design process for both conventional and high hazard facilities; - A good understanding of the technical standards and regulatory requirements for construction appropriate to conventional and hazardous environments; - Understanding of the influences of design on the commissioning, operation and maintenance of a facility. - Knowledge of contracts and specifications; - Working knowledge of design process and management of the design process for both conventional and high hazard facilities; - A good understanding of the technical standards and regulatory requirements for construction appropriate to conventional and hazardous environments; - Understanding of the influences of design on the commissioning, operation and maintenance of a facility; - Knowledge of the New Engineering Contract and National Building Specification.
Experience: - Extensive experience in the management of engineering design delivery including high hazard facilities; - Wide knowledge in contracting implementation strategies and the integration of design into those strategies; - Broad experience in the leadership of teams and management of staff.
Special Requirements:
- Security Clearance: DV(A) level.
